Accra, Ghana - August 14, 2024 – The Internal Audit Agency (IAA) and the Ghana Commodity Exchange (GCX) are pleased to announce the signing of a Memorandum of Understanding (MoU) aimed at enhancing the implementation and monitoring of the Government of Ghana’s Free Senior High School Programme. The MoU, signed on August 14, 2024, marks a significant collaboration between the two institutions, underscoring their commitment to ensuring transparency and efficiency in the delivery of this critical national initiative.

Under the terms of the MoU, the IAA will deploy Internal Audit Officers to oversee the adherence to Standard Operating Procedures (SOPs) in the distribution of food items to schools across the country. These officers will work closely with the Ghana Education Service (GES), the Ministry of Education (MOE), and the GCX's Membership & Special Projects department to coordinate delivery schedules, verify distribution processes, and ensure that the quality and quantity of food items meet contractual specifications.

Dr. Eric Oduro Osae, Director-General of the IAA, and Mr. Robert Dowuona Owoo, Chief Operations Officer of the GCX, emphasized the critical role of their collaboration in enhancing the accountability framework for the Free SHS Programme. Dr. Oduro Osae highlighted the IAA's commitment to leveraging audit expertise to ensure resources are effectively utilized for the benefit of schools nationwide, while Mr. Owoo underscored the GCX's dedication to maintaining high standards in the supply chain, ensuring the timely and efficient delivery of quality food items to schools.

The MoU sets the framework for a robust monitoring and feedback mechanism, with the IAA responsible for reporting on the operationalization of the SOPs and making recommendations for continuous improvement. This partnership is expected to significantly enhance the effectiveness of the Free SHS Programme, ensuring that it meets its intended objectives.
